You are absolutely correct.
The Evil Queen is the protagonist of the film. All her dialogue is interactions with other characters.

(malicious) For years, the blobs have tortured us endlessly, laughing and rolling around in the grass all day.
(excited) Yes of course Mr. Interviewer. I would tell the youth to always follow their passion.
I am looking for a composer for my 60 second animated film about an evil queen who pillages kingdoms ruthlessly, till she is asked to dance by a mysterious, joyous creature. Having discovered her newfound passion in dancing, she decides to become a professional dancer.
I would like the beginning of this film to start out as a rendition of dark sounding classical music, till the joyous creature turns on his radio. The music here will switch to absurd and happy, and then transition into an interview segment. The radio will turn on again in the last few seconds of the film and the absurd/ happy music will return and continue into the credits sequence.
For the "dark" sounding music, here is an inspiration. Although it is hopeful, I would like the composer to create a rendition of it to sound darker, emphasizing the drum beats. https://www.youtube.com/watch?v=Szdziw4tI9o
For the absurd / joyous music segment, I would like the sounds to be flutes, harmonica or something along those lines.
Since this is a dialogue heavy film in many segments, the music must not overpower it.
