The boy from Unova (a.k.a, Pokemon's New York as a Region), with a mastery over the throw of a Pokeball, wit to out-sleuth even that which would evade advanced security and a gift of understanding technology!
He has a slight British adjacent accent with energy and curiosity in bounds, but I want to hear other voice takes on the character. Try if you can to mesh some New Yorker and British if you're feeling funky.

When I was a young lad, I was called a capture prodigy. I had perfected a standard throw, mastered the curve ball, and even figured the science of the drop catch; however, I knew there was more to it.
So, with one strong throw, I threw my quick ball. The throw was perfect; however, my footing was not. I tripped and fell off the cliff. I thought to myself, god damnit did I just do that.
It was that moment that I had a new drive in life. I was gonna catch that Pokemon. The Pokemon, I came to find, was the uncatchable, Latios.
Born of Sinnoh dissent with a broken family. Rune used that broken life and transformed it into something much more. A life of protection of Pokemon kind and helping to heal those that were hurt. This empathy and longing for closure eventually led to the biggest discovery west of Grandma (I will not explain that reference here).
Rune has a tired expression on his breath with every word, but a sense that he'll do right no matter what's needed.

When I was young my father and I haled from Sinnoh, where he was revered as the strongest traveling trainer. So strong he thought, with his Garchomp beside him, he could over throw Cynthia
The way I battled was so different than Garchomp was used to. He liked hitting hard and winning on brute strength; whereas, I liked to use my surroundings to guarantee my victory.
When we left the gym Garchomp grabbed it's Pokeball from my belt and crushed it underfoot. It was at that moment I never saw Garchomp again.
From Hoenn, he is the most tragic and yet most heralded trainer amongst them. A boy sold from Drugs at a young age and raised by Pokemon, he was invited to this new region simply to get away from the horrible past he'd had... after all, he has family there. A grandmother.
The only advice I can give you is that this man is very Himbo-adjacent but not dumb. Maybe pull from voices similar to Patrick Warburton's Kronk. Short version deeper, always cautious to some degree, and always ready to throw down at the drop of a hat.

Back in my old home, the streets of Fallarbor, I had to grow up quick. My mom and dad kicked me to the curb. Appeartly the damn shelder venom cost so much I was a burden from a financial stand point.
We lived together and helped each other grow. Until that day... I don't know where it came from but a wild hooded Pokemon came into are territory. It seemed to be called Scrafty.
He left me on the ground in pain and the last thing I saw before blacking out was him taking the seedots away in a large net. When I woke up I vowed to end that damn Scrafty... But first I needed to get stronger.
