Captain Onishima - Hes the Police Captain of Shibuya-Cho and hes hell bent on capturing Rudies, which are street punk renagades. Hes reckless and has a short temper, he has a old voice as if hes been smoking all of his life. Hes a short man with an unkept beard. You can easily find reference from the old game if you search for Captain Onishima Jet Set Radio.

MODERN SOCIETY. WE MUST DISCOURAGE
ANARCHY, AND PUT AN END TO THESE
RUDIES.

Beat. his real name is Brian and hes a high school kid growing up in an opressive neighborhood with opressive rules. cops are bullies and you could go to jail for any feedback. So he becomes a renagade and takes to the streets. He really thinks he that he can change his world by forming his own freethinking gang called the GGs.
This, is Tokyo-To, it's made up of 3 districts. Bentan-Cho,
the city of skyscrapers and neon lights. Kogan-Cho, slums,
factories and a huge sewage plant. Shibuya-Cho the city of
daylight, the suburbs, also my home. Tokyo-to is more quite
than usual. Today is the annual address! its a stupid
reminder of the peaceful society created by sacrificing our
freedoms.

He doesn't have much friends besides Beat, he knows the path he is on and tries to warn him. But secretly he wishes he was like him, not scared to be free. Lee suffers from asthma and has a scratchy low high pitch voice. Lee is an OC (original character). Lee is about 14-15 years old and has a really young scratchy voice. Some female voice actors may represent him better.
Corn.... Who could it be? That area is school property, It
has to be someone in this school. hmmm Maybe it’s someone in
this classroom.
