Head of a biggest scavenger cartel in Garage City. Slow, fat, suffers from acid reflux .Good at long-term strategies, understanding the balance of power, and realistic assessment of his own capabilities.

[He puts down the headphones and presses some buttons on the device. Then points his finger to it] This is an old tape player. Before the Great War, these were produced by the famous Wattz Electronics company. Not the top-of-the-line model, but it's good quality. Which is evident by its survival to this very day.
That's why I love old things. Our ancestors made many mistakes, but they knew how to make tape players. There was a time when many factories operated throughout Arizona, producing different devices, tools, machines... now it's all gone.
I knew you wouldn't get it. Now, what do you want, boy?
A hard-boiled and charismatic scavenger veteran. Gathered a team of loyal followers around him, occupied an important location and sits there busting Kogan's balls.
- english
Kogan made a trade deal with a neighboring city. He plans to sell them the device made on this very factory. And the caravan is already on its way. We need to get to it first.
Because this factory is a goldmine! All we have to do is get it up and running and find customers who can pay. Not many of them, but they do exist. So this is our chance to turn things for the better around here.
Stick with us, we'll talk when it's done.
Head of slavers gang and mayor of Flagstaff penal colony. His settlement is one of the safest around the region, because of the strictest laws, a curfew and wide usage of slav- I mean, servants. Puts a price tag on everything and everyone.

- Boomy
It's been a while since anyone's been that sassy to me. For your courage I'll give you a minute. Talk.
Yes. Those filthy peasants are here.
A soldier of New Mexican Republic army. Guards the entrance to the garrison. No habla ingles.
Needs mexican/spanish-speaking VA

Eres gringo, ¿verdad? ¿Hablas español?
Americano - road - stop. You understand? Go back. Fast.
Civil - no entry... prohibido. You go - or I shoot. ¡Vamos! ¡Vamos!
The leader of the Jackals tribe. A cannibal, a beauty, and a descendant of the inhabitants of a familiar vault from fallout 1.
- english
Look who came to us-s. An outs-sider from a strange tribe. How lucky, we won't have to chase them across the wasteland.
[she laughs] The outs-sider doesn't understand. The outs-sider still hopes to get out alive. It amuses us.
We are starving! We kill to s-survive. We are starving, and you, outsider, will become our food. We will feed our pups with his body!
A mutie. Big-ass, green and proud. Not stupid at all.
#I personally picture his voice as something closer to Lieutenant and Gary from Fallout 1, than those of the typical mutants from F3
- english
- monster
Huh? Another normie? And he came to us on his own? Ha! We are in luck today.
Lower your weapons and follow me. Levi will speak to you.
I said - you go to Levi. You don't listen, I'll break your legs, drag you over, and toss you on the floor like an old rag.
Head Scribe of the Brotherhood of Steel. Does what she must, but takes no pride in it.
- english
Hold it! Do you have clearance to be here?
In that case, greetings, stranger. I am Maura, the Head Scribe of the Brotherhood of Steel. Civilian visitors are not usually allowed here. What brings you to our ship?
A guard. He guards the entrance. Every power armored faction has one.
Stop. State the purpose of your visit.
Looks like we've got a little wise ass here, huh? Our scribes should use idiots like you for tests... Get. Out.
Head of Church of the Holy Fire. Just look at this mug.
I don't recall being notified about your visit. Who are you, and what do you want? By the name of the Holy Fire, answer me immediately!
How absurd. I will give you one more chance. What do you want?
You are either remarkably stupid or intentionally insolent. Guards! Seize this fool!
Leader of Higwaymen gang AKA Blue Shields. Has a rather hardcore past, which is what made him the hardcore man he is now.
Well, well, would you look at this. We don't usually get scum like you just wandering in here. [He gestures to his crew] Tear this bastard apart and take every damn thing he has!
Ambassador, you say? Oh, I see. Did Bustos send you? That spineless coward thinks he can take us down with a couple of hired guns. The last mercenary he sent is rotting in the sun outside that fence, by the way. But none of them had the brains to try talking to us -- until now.
Paladin of Brotherhood of Steel. Responsible for field operations. Can take you on a wonderful adventure across interesting places.
How long do I have to wait for you, soldier? You're paid for your service, not for sightseeing!
Alright, everyone, listen! The enemy camp is right up ahead. Our main objective is to free the captured caravan merchant. We need him alive. Neutralize the raiders by any means necessary. Any questions? Good. Move to positions!
Ranger general. Yes, those very ones. First among the best. Believes in the power of law and order, takes himself and his men for good guys. Are they really though?
I've been informed that a certain peasant was insisting on meeting with me about an important matter. Usually, our scouts and envoys are able to handle matters of interaction with outside settlements on their own. So I hope this is indeed something important.
Our walking disaster with a rifle... The High Command was against conducting sabotage operations in Flagstaff, but this Ranger’s personal ambitions took precedence over the regulations. It’s hard to blame him for that.
[He sighs] Kuruk had a difficult life because his village had been enslaved. Apparently, he saw the Flagstaff as a way to settle scores for his past. We decided that it's up to him to make sense of his life and find peace of mind. So we’ve left him alone for now,.
Mayor of San Isidro. Builds the city of his dreams with his community. Both are rotting. Doesn't like smoothskins.
Gustavo Obanel Vallejo, the mayor of San Ysidro, at your service. Now, to hell with the pleasantries. I want to know why you disrupted our peace and quiet.
Your skin is so smooth, you could be a dessert, normie. I'll give you a chance. Prove yourself, and you'll get your share of ghoul hugs for the rest of your days. But I won't tolerate lies. Remember that.
Chief of the San-Brahmin tribe, the Villa's closest neighbor. As obvious by the name, Brahmin is a sacred animal to them. Oh no, they do eat Brahmin, so they are always stocked up on meat. They are also very, VERY skilled at crafting leather goods. All of this makes San-Brahmin a quite valuable location in the practically lifeless Wasteland, and the chief understands it well. But his biggest headache is the tribe’s youth - young, defiant, and rejecting the traditions of their fathers.
A peasant from Villa... Yes, I know who you are. If your path has led you to us, there must be a reason, right?
Twilight has shrouded Sonora from the eyes of the Divine Brahmin. Slavers are now everywhere. They exploit our brethren in the mines, logging camps, building settlements. Where your fellow tribesmen are, I do not know. But you will surely find out in Phoenix.
We, too, are suffering at the hands of slave traders and pale-skinned missionaries from Phoenix. They have set their sights on our herds and lands. Hard times are coming, peasant from Villa.
Yep, that's the Big Cheese. Head of Brotherhood of Steel in Arizona. Fun fact - he has a 9 in Charisma.
Is this some kind of stupid joke? Someone's getting a proper dressing-down for letting a civilian on board without my permission. Fine. You're here now -- so talk. Who are you, and what exactly do you want?
Ah, finally. They say the latest developments in Phoenix would make me happy. Do not disappoint me, courier.
But I'm also curious about why Ulysses chose *you* to deliver the message. It's a big responsibility. He wouldn't have entrusted such an important matter to just anyone. Tell me about yourself -- who are you, and what's your connection to the cult in Phoenix?
BoS knight who fell behind the pack and found himself in a rather bad situation. A returning character from Fallout 1.
A human! How did you... You’d better get out of here! The mutants won’t let you live if they find you.
Name’s Paul. The mutants make me make sure the platform keeps running. They don’t know much about the tech themselves.
Ever heard the name “Brotherhood of Steel”? It's an ancient order. I'm a knight. And the knights’ main task is to understand ancient technology.
Leader of the Tinkerers (or Tinsmiths) - big fans of computers, cybernetic enhancements, self-improvement, and collectivization.
Villa... The database contains information about a settlement with that name. Some slaves were brought from there. But who are you to come here asking questions?
Processing... Peasants from Villa. Your request is too late. Your kin have already been assigned to the Forbidden Zone, to search for ancient technologies.
Your only option is to enter the Forbidden Zone and find the slaves. To exit, you must deactivate the internal security systems. It's a rigorous trial, even for the Tinsmiths. Survival probabilities are low. Consult the instructor when ready.
Main character's grandmother. Of Mexican origin.

So there you are. How fortunate for you to be far from home at the worst possible time... Or maybe it’s for the best.
While you were away, strangers came. Bad people. About ten, all armed. Our men couldn't handle them.
What do you think? Get our folks back. At least your parents. They, too, fell into the clutches of these extraños.
One of the attackers on Villa. Got trapped in the basement. A really unlucky guy.
*Say something you think would fit*
A Dayglow mayor. Born and died in Necropolis. Has PTSD with a mild case of Tourette's. Gonna be a lot of fun for VA.
