Deltarune Animation - Casting Susie and Noelle

Hello there!
I'm Aiden from Aidenimations and I would like to make a Deltarune animation because Deltarune Chapter 2 was pretty good.
The animation will be short and primarily gag focused. I'm hoping to voice many characters myself, but there are some I cannot do, and to that end I would like to hire voice actors to help me out. I'm hoping to cast Susie and Noelle, preferably as the same actor for the pure reason that Noelle doesn't have many lines, but whether I cast one or two actors depends on how good each performance is.
I'll be doing a rough storyboard alongside a script, which I'm hoping to use to help direct the tempo and nature of the shots and delivery. For payment, I am happy to negotiate with the actor/s based on their rates.

Susie is loud and rough. She speaks her mind and takes crap from nobody. That said, she still has respect for Kris and Ralsei, making them two of the few people she'll truly listen to. She's also totally into Noelle, but is clueless as all hell.I'm looking for a voice abrasive in sound and delivery.
Susie has 6 lines, as well as some reaction sounds.
(upon hearing Kris' plan, which is to dress up in nurse outfits like before against Virovirokun)
SUSIE: Seriously Kris?
BERDLY: Unlikely. If you think for a moment I'll-
SUSIE: Changed my mind, let's do it.
(exclamation of frustration)
SUSIE: Nice going, Rouxls!
(Kris's plan is actually working)
SUSIE: It- it is?
Noelle is friendly and cheerful, but also very timid, and sometimes has trouble saying what she's thinking. She apologizes often, and stays quiet about her feelings, including her raging crush on Susie. She's soft spoken, but not defined by her softness.
Noelle has one line, an effort, and some reaction sounds.
(as part of Kris' plan, Noelle is dressed as a nurse to distract Queen)
NOELLE: Um... would you like s-some tea- wah!
(she trips and falls)
