He is a character in a fake film inside the film. He is turned into a rat man in a horrible experiment, and has come to reveal this to his girlfriend. While he only has a few lines in a short scene, he has to scream a bit at the end. No specific voice type except for adult man is needed, though he should still sound like a normal man to not give away the reveal.
