The NCR Rangers are the best of the best in the NCR Military. Essentially special forces, they are an all volunteer group that goes out on dangerous, high-risk missions to accomplish the goals of the NCR. From scouts and nighttime raids to assassinations and sometimes even combat missions.
This NCR Ranger has just finished visiting retired Ranger Andy in Novac, and is discussing his physical health state with his comrades.

Well, I hear retirement does that to you. Your body falls apart, and soon you become complacent.
Yeah. I feel bad for him. At any rate, we should return to Ranger Station Charlie. It's been a few hours.
