Theo is an androgynous Angel who used to work for the Cafe and Diner. They have returned to make sure the Cafe isn't causing too much trouble seeing as they've released Satan and what not. Theo has a very soft and level voice and in addition to a few lines, has two reports of their own.

"Now, you are releasing Satan and keeping unspeakable entities in your basements."
