Anabel is a high ranking official within the International Police. She's very formal and business-like and is a powerful trainer within the organization. She comes to Alola when all of the events of Team Buddy go down, and she's tasked with trying to fix and contain it.

For her voice, something that sounds very orderly and officially would be idea. Something similar to Jen Taylor's 'Cortana' voice is what I imagine (https://www.youtube.com/watch?v=aZrAShIbzqM ), but feel free to do your own take on this character.
