King Delbáeth is the ruler of an island nation that was once decimated by Kaiju. This role is for a scene in which he negotiates a pact with the "major players" in Kaiju defense to stop a worldwide resurgance of the monsters.
I call this council meeting to action. I am invoking Article I, Section II of the pact that I bound you to six years ago.
No. We do not control them and we have no means of communicating with them. They have simply been led here over many years, and so, we have them now.

Madam al Fine is the leader of the Global Occult Coalition, an organization dedicated to the eradication of anything anomalous. In this role, she is attending a summit to negotiate support with other organizations and nations to eliminate a resurgent worldwide kaiju threat.
Article I, Section II binds us to action in the event that giant monsters of types different from the beast that destroyed your kingdom appear.

Captain Rosales is a representative of the SCP Foundation, chosen to pilot the mech the Foundation employs against the resurgent kaiju.
