Project Overview
5 years ago, a man by the name of Scarecrow went on a murdering spree in the city of Gotham, doing experiments on politicians and the GCPD but was never caught. And due to his experiments, Harvey Dent was physically scarred, hiding for 5 years he soon learns that Scarecrow has come back to Gotham to do a new experiment. To see what the whole city fears and its up to Batman to stop it. (This is a fan continuation of the Batman 1989 universe)

The Scarecrow is a wanted mass murderer, who (5 years ago) murdered cops and lawyers who are corrupt or could get in his way. Now 5 years later from his mass murders, he returns to Gotham to see if the Batman has something to fear, along with the city

5 years ago, Harvey Dent (Batman 89 version) was the victim of the Scarecrows massacre. Being the only surviving victim, came with a cost of half his face being burnt. Hiding in the shadows of Gotham, fearing that the people will see him as a monster, now sees that the Scarecrow has come back, and will come out of the shadows to bring him to justice

Penguin (Danny Devito version) plays a short role in this story. Cobalpot has sold some "special things" to the Scarecrow, and that is enough to interrogated from Batman

Victor Zazz plays a short role in this story. Only having to see the Scarecrow a few times around Gotham, even being recruited by him. Which is enough to be interrogated by Batman
