He is a talking clam, called "Old Imp", with a fast and ringing/in-your-ear type of voice. He speaks quickly, swallows the end of the words. If we're to give reference from movies, we'd say -- he's sort of like Jack Sparrow's up & down tuning/annoyance of voice, but with the accent of Barbossa (stereotypical pirate accent).
Note: In the lines - "madcrab" is intentional and not a misspelling.

Well, lemme put it this way: the elf decided keeping me in a cage were a smart thing to do! And go missing to Sharmat knows where - smart as well! So it goes, good-lookin'! Let's hope ya silly good-lookin' phiz won't letcha do something like that!
Why, good-lookin', why me has to explain things to ya over'n'over again? The Amusing Mudcrab is a madcrab, ya see? And he's amusing. Me and his are pals with each other, 'cause we both be well-versed in funny tales, and love sharing 'em with each other. Well, he be not me, so usually writing these down, he is.
