This is a really good take and is pretty close to what I had in mind. The foundation is there. My main feedback is that some parts of the speech need a little more emphasis and inflection, though not to an exaggerated degree. Veronica Cale is speaking persuasively to justify her goals to the boardroom.

Veronica Cale is the Director of G.A.T.E.S. and a National Security Advisor. She’s confident, professional, and used to being in charge. She should sound matured and authoritative with an almost cold, detached feel to her voice.

Soon after, a masked detective called the Sandman appears, armed with a nonlethal sleep gas. Then Dodds is found shot dead in his Sandman suit, his laboratory ransacked.
