A pompous windbag of a stallion, formerly one of Princess Celestia's council members, he and the rest of the council have been fired for taking advantage of their stations and growing complacent over the years, failing to actually give counsel to the Princess.

I am looking for someone who can emulate the stuffy attitude of an upper-classpony.
