MINOR ROLE
This is a one-time role that'll only appear maybe once or a few times in SOTF. So I'm not at all picky about the kind of voice for this role, and you're welcome to improvise based on however you feel looking at the character design in the picture and based on the lines below.

He's talking a bunch of nonsense with this vanished thing, and the fact he said he felt disorientated before 'witnessing' it makes me think he's just sick. Keep an eye on him, and don't waste police time like this again."
