A mysterious being once thought to have disappeared. He is called upon once again by Cassandra to defeat Shadow the Hedgehog. A chaos being of nearly limitless power, just another foe for Shadow to destroy.
Personality:
Bill is a nihilistic, cocky, egotistical master manipulator with nearly unlimited power and a sadistic sense of humor. Despite his treacherous nature, Bill does have a twisted sense of honor. He will follow through on deals and keep his word, assuming if he's in the mood for it but strongly prefers the immoral way and largely feels no incentive or debt for anything.
Voice Direction:
Bill has a mid to high loud nasally voice. If you want to add the vocal effect used in the show, feel free to. But please be sure to include your raw take as well! Here is a reference to how he typically sounds
