Oswald Cobblepot, aka The Penguin, is a Gotham City mobster. He operates the Iceberg Lounge while simultaneously being the head of almost all of Gotham's black market. Oz comes from a wealthy family. His nickname is Penguin due to his small stature, waddle-esque gait, and deformed appearance. Years of bullying have left him with an extreme temper, but also a high regard for loyalty. He often speaks with a Cockney accent, a New York/New Jersey accent (like in The Penguin series) or very properly but with a bird-like squawk. Any of these are acceptable.
