50, (I'm guessing here) Kondou Shunsuke. Head of the Shieikan Dojo, Shunsuke is the 3rd Master of the Tennin Rishin Style. He's the adoptive father of Kondou Isami. He can be a bit tough on his students but knows sometimes they need to be pushed to get where they need to be. 

Shiranui Kyo, 24. A Full Oni, leader of his clan, and resides in Choshu. He works for them not out of any debt but being hired. He's friends with Takasugi Shinsaku and Sakamoto Ryouma. He doesn't think Humans or Oni are superior, but will brag about Oni strength being much better than humans. 

He easily becomes bored and goes out to find some fun or interesting, usually a fight. He's flippant, proud, and a bit arrogant.

His voice is cocky, a bit nasily, a feeling of talking down to you but also picking a fight.

Amagiri Kyuuju, 32. Full blooded Oni from Satsuma, leader of the Amagiri clan.  He works with Kazama and serve the Satsuma, both repaying them a debt for letting their clans live there in peace in exchange for their sevices. 

He's a polite and traditional man, treating others with equal respect. With arguements, he'd rather settle things peacefully, which is why he carries not weapons. He does think Oni are better than Humans but it's more based on their heart and way of the warrior than power and strength.

His voice is deep, a bit gravely, and slow. 

(Will appear in other chapters) Tani Mantaro, 29. The middle of the Tani brothers. He ends up running both the family dojo and the Shinsengumi branch in Osaka. Out of the brothers, he is much more forward about things and will speak his mind clearly. He looks out for Masata/Shuhei when he can when he is in Kyoto. 

Sakamoto Ryoma, 28. A Ronin from Tosa that's fighting against the Shogunate. He's fully on the side of wanting the Emperor to regain power but believes in western ideals, such as weaponry and becoming more of a democracy. He gains adversary from both the Shogunate and Imperialists alike. Despite that fact, he doesn't stray from his beliefs. He doesn't believe people should be condemned for what ancestors have done in the past, so he doesn't well on his own past either.

Ryoma is carefree and easygoing, but serious when he needs to be. He seems relaxed but under all of that, he never lets his guard down with strangers. He's a really skilled talker, thinks quickly, and can twist the truth to his advantage. 

His voice is medium, smooth, and flirtatious. Can sound insincere on the surface but become cold and serious depending on context. He has an accent ONLY when he's upset or talking with someone close to him.

Sakai Hyougo, 27. A member of the Shinsengumi and is an accountante for them. He joined the Shinsengumi and feels proud doing so everytime he puts on his uniform. He's also sending some of the money he makes to his parents back home to support them. He's skilled with a sword as well and is willing to protect and fight with the other members, all at the risk of his life. 

Around everyone else, he is nice and kind, trying to get along with everyone. Though, he is more stricter when it comes to money. He hates the idea of giving some of the members a bit of an advance of their pay or cutting from it, unless ordered to do so. 

(Will appear in other chapters)Tani Sanjuro, 31. Captain of the 7th Division and teaches the spear to new recruits. He joined the Shinsengumi with his younger brothers, Mantaro and Masatake/Shuhei. When running his dojo before joining the Shinsengumi, he had taught Harada at some point the spear fighting style of Taneda Houzouin Ryu. He holds a full Menkyo, making him a master in the style and is allowed to teach it officially. He also had a Menkyo in the sword. 

He's level headed and calm. And if he is upset about something, he would tend to keep it to himself and slightly be a bit more condencending. He also tends to calm down situations and other members by being rational and understanding. He also looks out for his brothers, especiially Masatake as hes the youngest and the youngest of the group. 

His voice is very deep and smooth, sometimes condecending, but friendly enough.

Tani Masata, 16. The youngest of the Tani brothers, who for a short time becomes adopted by Kondou, becoming Kondou Shuhei, before becoming Tani Shuhei when it was broken. Being one of the youngest members of the Shinsengumi, he's used for scouting. He's in the 7th division under his brother Sanjuro. He's a good kid, with some reservations about things the group does or has to particupate in but he'll try reguardless.

9 years old. The youngest son of the Ichimura clan. He's an male oni with human blood mixed in. 

He's a shyish boy looking up to both his brother and Haruka. In some routes, he is Haruka's adopted son, and others he is her page, or is Hijikata's page.

9, Okita Souji. Since being left in the care of the Shieikan Dojo, Okita has started learning the sword technique they teach. He is a child with no chill towards adults and will come up as rude, except towards Kondou-san who he adores and will do anything for. 

Kurusu Daichi, 26. Older retainer of Haruka and her cousin. Born in the Shinomi Clan Village in Ezo. He is a full blooded male Oni.

Daichi is from a separate branch of the Shinomi clan. His family is great at archery and it's what he learned to fight with. Because he's from an adjacent back, he's the current heir to the clan if Haruka has no children. Sometimes he is her shadow as he's been trained in that position.

With humans, he doesn't care about then at all, just lets them exist to do what they want. His mastery over ice is close to Haruka's but he prefers his bow than anything else. His ability allows him to have the best accuracy out of anyone. 

His voice is soft and a bit monotone. 

Chiba Miko, 28. Older retainer of Haruka. Born in the Shinomi Clan Village in Ezo. He is a full blooded Male Oni. He's also Miko's cousin.

He's trained himself to wield the biggest sword he could as head of the guard of the village and to protect Haruka when he decides to be her shadow. He's also the boyfriend of Sasaki Shota.

He's a country bumpkin, would not try to speak like Haruka does (She tried to get him too, did not happen). He's rude, cocky, and calls any one not from Ezo, "Mainlander". He's suspicious of everyone not from Ezo as well. He also has a temper.

His country accent is much a lot more prominent than Shota since he's mostly been confined to the village and rarely interacts with others. 

(Will  be in other chapters) Matsubara Chuuji, 28. A Jujutsu teacher for the Shinsengumi and Captain of the 4th Division. He's nice and not wanting to cause any trouble. Some think he was probably a Buddhist priest due to his shaved head and diffusing of situations. He often leans more on the good of people instead of talking shit about them, he understands why people would talk shit but he wants to think more positively of people.

His voice is warm and kind.

Takeda Kanryuusai, 30. Captain of the 5th Division of the Shinsengumi. Besides being a captain he is also their War Magistrate due to his knowledge of Koshu Military Science. However, Takeda tends to play nice and is a kiss ass to those higher up. He'll take any opportunity to get closer to those above him, knowing he can't overtake any higher position but at least put himself in a good position.

He can be cruel and snobbish. Smug when he is correct and angry when he's not due to his own arrogance. He has tried before to get alone with Haruka but he gave up on that when the two showed to have very bad chemistry together. Sometimes he'll try getting along with her if a situation is serious. He also tends to make sure he looks good and is helpful considering he came from a family with no wealth and worked hard to get to the position he is in now, envying some of those above him that he feels are privileged. 

His voice is deep, very smug and constantly proud. He'll try hard to peddle back if he says something wrong and appear a bit meek when done so. 

Ibuki Ryuunosuke, 16. Was found by Serizawa in the woods near Kyoto. Serizawa brought him back to the Shinsengumi Compound to be taken care of after Ibuki showed a desire to live. He now serves under him as a servant to pay him back for it, though he doesn't really like it. Serizawa hits him and calls him "Mutt" often. 

Ibuki ran away from Edo to make a life for himself but he's run into a lot of bad luck, including getting his money stolen and beaten up. He's made friends with some of the Shinsengumi members. But he has the tendency to be stubborn, loud, stupid, and pathetic, having no faith in his own abilities and no desire to be a warrior at all despite carrying a sword. He can become a scardy cat and run or freeze when there's a serious threat of death. He acts tough only because of the position he's in. 

Voice Example: Urameshi Yusuke from Yu Yu Hakusho, but more youthful. 

Hitomi Katsutaro, 20 years old. 

His job under the Shogunate is to take care of trouble the Daimyo's in Edo cause, along with any other problems. He works directly under the Shogun and shares this role with Haruka as she takes care of the Daimyo's and problems outside of Edo. He comes off as friendly and encouraging until you piss him off or gets serious. 

He becomes Taicho of the Okuzume Squad with Haruka, Haruka being the one with more experience. He has the tendency to tease Haruka and be playful with her either to annoy her or get her to cheer up. He does like to haze new recruits a little bit but he's otherwise friendly with everyone he meets.

His voice is low but cheerful. Switching from loud to quiet when serious. 

(Appears in future chapters) Motoyama Kotaro, 20. A friend of Iba Hachiro and a new recruit of the Okuzume Squad. He's can be a bit skittish around people higher in rank or more powerful than him. His nervousness around Haruka fades over time. But when he's relaxed he is talkative and playful. He even ends up being a complainer from time the time, usually when Iba leaves him behind or is out of his sight. He can also be a bit nosy and a wingman for Iba when he needs it.

He's not a great swordsman, but he's good at keeping track of stuff. If you piss him off enough, he'll suddenly become cold, unerving the other person.

Mostly his voice is on the generic side that is nagging, good at complaining, but dutiful since he takes his job seriously. 

Sasaki Shota, 24. The younger retainer of Haruka and born in the Shinomi Clan Village in Ezo. He is a male oni with Human blood mixed in.

He is effectively her shadow that follows her around, so she isn't completely alone and is nearby. He is always looking on the bright side of things, cheerful, likes taking naps on roofs, and will sometimes get vague profetic dreams, an ability that's passed down in his bloodline. When it comes to his work, he is a ninja, and takes things seriously, though sometimes he'll let his cheerfulness come through.  

He add "-nee" to the end of Haruka and Miko's name since they're older than him and are effectively his older sisters (Onee-san) in a sense. He also is boyfriends with Hayashida Junichi, who is the head guard back in Ezo. He also doesn't really care if humans are good or bad, he sees them as people and they can do as much as Oni can in their choices.

He has a slight country accent. It used to be stronger when he was younger but since he travels with Haruka, it's gone mostly away, but it's still tends to come out, compared to Haruka who has gotten rid of it completely save for moments where she loses her temper.

Chiba Miko, 26. Older retainer of Haruka. Born in the Shinomi Clan Village in Ezo. She is a female Oni with Human blood mixed in.

She's trained for the same position as Shota but stays behind in Edo in the Clan state. She has a fasination with Western Fashion and even trained herself with a gun. She comes off more sofisticated or elegant, almost to the point a Geisha would be, polite with potential bite. But she is awfully scary and scoldy when you do something bad. She might even shoot at you, a warning shot. 

She is also tolerant of humans, not finding them outright bad, but will not hesitate if something does happen and brings that side out of her. Miko has the ability to create protective charms and cursed spells that has been passed down in her bloodline.

Her voice is smooth, only breaking when genuenly mad. In battle, she is full of herself, cocky and playful. 

(Will only appear in Chapter 1) The 16th Daimyo of the Tosa Domain. He's always trying to get his way in something. He will play the welcoming host when he needs too but has some plan in the background. Often tried to get Haruka to stay in Tosa because he likes her, but none ever works.

(Will appear in other versions of Chapter 2) Serizawa Kamo, 37. One of the Chiefs of the Shinsengumi. A man with a bad reputation for being rude, brutal, and fearless. He's even burned down buildings when things don't go well for him and tends to also go out drinking a lot. He's not afraid to hit people when he's angry, usually it's his metal fan if not actually hitting and kicking. He's also arrogant, flippant, short-tempered, and yet also has a sharp mind.

Serizawa is also very good at reading people and can manipulate them to what he needs them too. He's also known to call Kondou and Hijikata soft or weak and not doing anything while claiming he does all the hard work. Playing the villain because he believes it gets people to places they want to be.

His voice is not smooth, it's rough, scratchy, and deep. He's commanding and known for yelling and being dismissive. (Please be comfortable doing this. I don't want people to ruin their voice)

(Will reappear in other versions of Chapter 2) Niimii Nishiki, 27. Was one of the Chiefs of the Shinsengumi before being demoted to Vice-Commander for keeping secrets. He can very much be described as a rat. He's cunning and can be disrespectul of others (especially those outside of Serizawa's faction) while being respective to those above him like Serizawa and Haruka. 

He is a kissass. He agrees with everything Serizawa says and even calls him Serizawa-Sensei as respect. He is easily provoked by rude comments to Serizawa or just rude comments in general.

Hijikata Toshizou, 28. Vice Commander of the Shinsengumi, also nicknamed Oni no Fukucho, or Demon Vice Commander. Earned this name for his strict ways with his men, though he has their best interests in mind when doing this. Most of the time he's informal to people, friends, strangers, or enemies, but will attempt to be formal with people above him and keep quiet, up until he's had enough that his anger and irritation flares up. Other times, he acts aloof and rational when making decisions, but quick in rapid-fire arguments. 

He will do anything for the Shinsengumi and to make Kondou's dream a reality, even keeping secrets or truths from him if he has too. Hijikata does have a range of emotions when speaking so he will be changing from yelling to quiet often depending on his feelings or situations.

His voice is medium deep, rough, with a wide range of volume. It's recommended to listen to Miki Shin'ichirō original performance as Hijikata in Hakuoki proper, or other versions of Hijikata to understand how he acts and sounds. 

I was also told he is a younger version of a grizzled veteran. (Hijikata-san this is why Souji calls you a Mother Hen)

Kondou Isami, 29. Chief of the Shinsengumi. He ran a small dojo before becoming one of the chiefs. His faction is made up of men that stayed and trained at his dojo and are pretty much loyal to him. He's close to Hijikata and Okita, Okita being more like a little brother to him since he knew him since he was 9 and was left at the Dojo. He treats the men like his family and is very fatherly to them. He is also very kind, trusting, enthusiastic, but is also stern with the ability to lead. He does, however, can become blinded to the reality of situations with his optimisum and equal trust in other people. 

For his voice, it can be loud and joyous, but softer when adressing someone when he needs to reasure them or facing a troublesome serious situation. A good example is Maes Hughes from FMA, just more serious. (Okay, Yes, Kondou-san has a wife and daughter, they're just back home. So he is a dad.)

Nagakura Shinpachi, 24. Captain of the 2nd Division. Nagakura is one of the more comic relief characters. (It's not his whole personality) He's part of a trio with Heisuke and Harada, the three of them usually getting in trouble or causing some funny moment. Though dispite being goofy at times, he is really smart with politics and knows his convictions. He's bold and not afraid to break rules or even question orders that are given to him. He's also one of the more brutal captains when training his division or new recruits, so do not piss him off, he will chew you out brutally if not physically. 

Otherwise, he's always wanting to show off his muscles and strength. Is the strongest member of the Shinsengumi. Has terrible luck with women. Loves to drink sake, have fun with his friends, and is the life of the party when he needs to be. But despite that, he has zero interest of becoming a retainer, he left that life behind, leaving his status behind, and joined the dojo and then the shinsengumi, because it gave him that freedom he wanted. (He also thinks it's bullshit probably..)

To summerize, his voice is loud, bold, and is willing to crack a joke to get someone to laugh with him. Other times he will be brutal, yelling, and pissed. And other times quieter, even in times where his opinions do not match someone else's, he's willing to talk. (Or complain and mutter)

Sanan Keisuke, 30. Vice Commander of the Shinsengumi. Also, a scientist of sorts. He is described as being aloof and intimitading. He's smart but doesn't brag about it. He's also very kind and can be mischevious when he wants to be. He's often listened to or asked about his opinion about something since he's educated or even the most educated in the group, and is the one to come up with stratagies and tactics. Hijikata, Okita and Heisuke look up to him as an older brother. Though he does end up not agreeing with Hijikata a lot of the time, but still respects him. 

Although he can come off as polite, and friendly, it's best to listen to his words carefully because they can have a lot of bite behind them and will not be kind. He doesn't like people that pity or look down at him. He's very cynical, cherishes his friends, and will do absolutely anything to help the Shinsengumi. Will also try to get a rise out of people subtly. And will usually try to find a way out of situations that don't require killing innocent people at all costs, unless that is the literal only option left.

A voice example for him is Jade Curtiss from Tales of the Abyss, but less of a smart ass. 

Saito Hajime, 19. Captain of the 3rd division. Left handed warrior of the Shinsengumi. Our quiet but dutiful Captain here is the master of Iai, the art of quickly drawing a sword from it's scabbard. He's sharp, can be blunt most of the time, can come off cold, and is responsible. But he's also loyal to a fault, rarely questioning orders unless it conflicts him, and given the more dirty jobs as he gets them done. Because he is this way, it also makes him a master of lying, useful when you need people to not know the truth of a situation. 

He can come off as aloof, stoic, and shy, mainly to girls, he has a bit of a hard time sometimes talking to them if it's not something really important. He loves tofu (DON'T GO AFTER HIS TOFU) and has a fasination with swords. (He will talk your ear off if you let him.)

His voice is level or steady, with little infliction, quiet, unless you really get him angry, which is a bit hard to do. His voice is youthful and serious, but he is not emotionless, he has it, you just have to know him. A voice example is Matt Shipman in his role as Shay Obsidian in Yu-gi-oh Arc-v's English Dub.

Harada Sanosuke, 23. Captain of the 10th division. He's very good with a spear and the person you want defending your back while you escape. Harada is an honest man, chivalrous, kind, compassionate, but he's got a short temper. He dreams one day to have a wife and kids, which is why he works to keep the peace in Kyoto, protect the women and children. But he does have a love of fighting, which gets him in trouble, mostly with Nagakura and Heisuke. He also is usually the one to break up the fights between Nagakura and Heisuke...

Harada is actually popular with women, not that he goes after them, they tend to come to him, which is why Nagakura complains about him being popular with them. Harada literally goes to Shimabara for sake, which he loves, most of the time anyway. He can usually tell when something is wrong with his friends and will ask about it. He can also be flirty at times. Otherwise, he has beliefs that men should protect women and he doesn't try to find excuses for his actions. He respects his opponents no matter who it is. 

His voice is smooth, adult, mature, not that quick of a talker, a little aloof, but is capable of yelling loudly. Zelos from Tales of Symphonia is a voice example that can be looked at. 

Inoue Genaburo, 34. Captain of the 6th division. He's good natured, kind, non assertive, but takes his job seriously. He's kinda like a father or uncle figure to everyone. However if you reach his limit he has such a scary temper that even Nagakura and Harada run for their lives. He also expects everyone else to take their job just as seriously as he is. Gen-san knows everyone in Kondou's faction since he was in the Dojo during those days, at the very least, since Okita's arrival as a young boy.

For his voice it's nice, generic, kind, and uncle-like, with a smidge of yelling if the boys get too out of line for his likeing. Like literally the nice dad you would find in anime.

Yamazaki Susumu, 24. The Shinsengumi's medic and Captian of the Watch. His job is as a spy for the Shinsengumi with a sense of responsibility, duty, sensibility, much like Saito, he dedicates himself to the Shinsengumi. He will often scold members, including the captains, for messing around and wasting time. He can somtimes joke about things but he can be creative with his quick thinking in situations. He can also show his more softer caring side when it's needed. And he doesn't mind caring for the injured and being the Shinsengumi's Doctor. Though if you ask Okita, he'd say Yamazaki is grumpy and dead serious most of the time. 

His voice is a bit older than he is, mature, he's formal, and a liiiittle bit nasally. Personally, I can see Future Trunks from Dragon Ball Z Abridged as an example, feel free to do your own take. 

Shimada Kai, 35. Member of the Watch and Vice Captain of the 2nd Division. He and Nagakura are good friends and met again when Shimada came to be recruited by the Shinsengumi. He's big and tall with a sweet tooth. He considers being kind as a part of his duty as a warrior. He's also compassionate, well meaning, but awkward when he makes the wrong assumption of someones feelings or situation. He looks scary but he's generally nice to everyone when not in combat. He also has a lot of strength.

His voice is deep and well, a good example would be Armstrong from FMA. Proud but sometimes shy might be the best way to put it?

Kimigiku, 23. Sometimes called Okiku when she is working her job as a Geigi in Shimabara. She's a female Oni from around Kyoto. She serves the Yase Clan and is friends with Haruka. They both owe each other favors that they've done for each other. Kimigiku is usually shown as cool and calm. Unless someone insults Senhime, leader of the Yase clan, since she is her protector. She also dresses as a ninja when on duty. She is good at seducing people and is very polite when she's working as a Geigi.

Her voice is warm witha bit of flirting when a Geigi with being polite or with a friend. The other half of the time, it's cold and femme badass.

Matsudaria Katamori, 27. Daimyo of the Aizu Domain and Kyoto's Military Commissioner. He's the one that gave the Shinsengumi their name from the Roshigumi, and is their supporter, paying them to protect Kyoto and to do their job. He comes off as kind but stern with a sense of duty. With Haruka, they know each other very well as she has served him many times of request.

His voice is kind, generic, with the ability to be serious.

Nakano Takeko, 16. A young girl that has mastered the art of the Naginata. She can be very friendly, sometimes loud, and is caring. She carrys three symbols of the Shinomi clan, showing she's an honorary member and ally. She has a full Menkyo lisense in Hasso-Shok, allowing her the ability to teach lessons with the Naginata. With Haruka, she is effectively Haruka's younger sister. With Hitomi-san, she sees him as an Older brother and will make trouble for him, even when she sometimes begs to drink with him despite her age. 

I don't have a particular voice in mind for her. Take whatever take you like that you think fits her.

Kazama Chikage, 25. Full Blooded Male Oni and Leader of the Kazama Clan in the West in the Satsuma Domain. Kazama and Haruka do not get along. This is due to Haruka have a more positive opinions on Humans then him, which he thinks humans are a waste of time and space, with the exception of creating Sake and beautiful architecture. Kazama is selfish, arrogant, cold, and cruel. He is also aloof, cold, and emotionally distant most of the time, especially when dealing with humans. He can get annoyed with them since he owes the Satsuma Domain a debt in keeping his clan safe and having to follow their orders when they need him. 

If he's to do something unpleasent, he will find a way to make it fun for himself. If he finds something intriguing enough, he'll invest some time to see where it goes. But this can sometimes turn into obsession. He does have a sense of pride and responsibilty in leading his clan, but willing to step down if he's going down a path that only benifits him and not his clan. He has a dry sense of humor, sarcastic, and has difficulty expressing more sentimental emotions, but anger and scorn are ones he cannot hold back and will act on them.  

For his voice, it's best to listen to Tsuda Kenjiro's performance as him in the Anime and Games. It is a deep low voice, deliberately slow like he's talking down to you, almost a drawl. He is most of the time speaking calmy, even if there is a bite behind his words. An airy type of arrogance. 

Shinomi Yutaka, 36. Father to Shinomi Haruka. He was the leader before her daughter took over after his death. He's kind and caring, with no sense of direction, causing her daughter to make sure he's going the right way when she's with him. He can be quite scary in a serious situation.
