• Chairman Cheng is the antagonist of Fallout New Vegas 3, he is a quiet, plotting man with rare spouts of intense anger, who has survived the great war over 200 years ago.

• Centuries later, he has an opportunity to save his people, Ethnic Han China, from dying out.

• My primary thoughts of his voice are similar to the spider in 2024 “SpaceMan”

Xiao is a lifelong member of the Communist Party, recruited amongst the Chairmans most deadly elite to preform his will. She is marked, by his irradiated hand, a mark of high honor in her society. She is devoutly loyal, tragically even until her death.

General Ming is one of the few unmutated humans left in China, one of many legacies of the rich few who were spared the Nuclear holocaust. As such, being one of the last few unmutated, he is unjustly put into a position of power.

He is frankly very racist to anyone not ethnically Han Chinese and had a snarky tone of superiority towards anyone deemed lesser than pure blooded, unmutated, party loyalist.

A general whom survived the great war and serves the Chairman to this day.

The Warden is a cruel knight of the Midwestern Brotherhood of Steel whom overlooks the primary prison of the faction. He is extremely cruel, beating inmates to near death then leaving them to starve and be eaten by fellow inmates or creatures within the prison, and enjoys watching men and women die in unfair fights within the cities arena.

The last elder of the brotherhood of steel as America knows it, all other chapters have been destroyed at this point in time by the Enclave. He has dedicated his life to his hermit kingom.

Shaun is the synth clone of Shaun in fallout 4. At this point, he is decades old, but does not age due to synths nature. He is an intelligent "child"? who is mentally scared from his "father", Nate (AKA the Sole Survivor) rejecting him as his son but unable to kill him. He has been locked away for years out of sight, Nate cruel response and denial of this synths existence.

Shaun therefore, is a heavily scared odd being with no place in the world, and no real love ever shown to him.

Man-Meat is the barely surviving corpse of the main character from Fallout 76, puppeteed by the Enclave AI Modus. Man-Meat speaks in short, beastly, abrupt, barely legible sentences. Basically a zombie.

A Chinese Tactical droid to advise Chairman Cheng on military matters.

Dr busby is the Enclave Scientist, head of reverse engineering the Institutes synth program.

Runk is a complacent supermutant who has had all resistance tortured out of him, until one faithful day he is taunted by a certain robot, enraging him to escape the prison a free man, or die a free man within the brotherhood prison.

A brotherhood soldier who is mauled to death by a mutant bear in the arena.

A fanatical man hellbent on serving Mothman and Ug Qualth. He and his cult offer human sacrifices for Mothman to lay his divine eggs inside, to birth the next generation if demigods.

The corruption of these dark gods have begun to twist his face, growing faint scales and pale eyes.
