Hamtaro sounds like the same voice from the anime on Cartoon Network. Specifically, Puppy from Fisher Price. That role will have a female actress.
"What's the matter, Bijou?"
"You lost your bracelet?!"
"Dress up? What's that?"
"Good plan!!"
"Cheer up, Bijou. We'll help you find your bracelet!"
"I'll look over here. Oxnard, you look over there. And, Howdy, you look that-a-way!"
"Don't see it over here..."
"Um, B-Bijou? To tell the truth..."
"Don't cry, Bijou! We'll find it!"
"I've got it, Bijou! This has to be it!"
"A princess? Oh, now I get it! To dress up means to look like a princess. Does that mean if I dress up, I'll look like a prince?"
