Dr Ivo Robotnik: the greatest villain the planet could ever come across... at least that's what he personally thought. After his blunder of a plot in Sonic Forces, he teams up with Eggman Nega to bring down Sonic and Blaze. In doing so, they attract the presence of Sonic's foes from past and present whilst not doing much work themselves.
For this character, the voice I'm looking for is similar to a blend of Deem Bristow and Mike Pollock's portrayals. However, you can make this performance as you wish.

Sonic. How I hate him. And all of that loathing has been focused into this invincible instrument of destruction. Every defeat.
