This is the King of Tantegel, the castle that the game starts off at and continues to circle back to. Although you travel to various other locations, the hero always comes back here and therefore sees the King more than pretty much any other character. Which is why he is listed as a lead.
He is distraught at the beginning because his only daughter has been kidnapped and sees the hero as his only chance of seeing her alive again.
