[replying to Bethel, explaining why they didn't arrest Frank at the cemetery] He goes there once a year. It's the only place I knew for sure we could reliably find him but.. (Trail off into uncertainty) We can't do it there. It'd be (Disgusted with himself) Indecent.
We aren't going to lose him. We know where he's based, where he sets his head. And I want Roth and O'Brien off Ground Surveillance, this is too big for either of them to mess up.
