That glass is supposed to be bulletproof, like .50 caliber stopping bulletproof, the interrogator tells himself as he watches blood pool from the warden's fresh head wound… He doesn't know what to do, his brain is caught between fight or flight as he hits the deck. A bemused Leader smirks through it all, enjoying the sudden power dynamic change. The interrogator prays, eyes locked on the emergency exit door, running through it several times in his mind, but still rooted in place under the table as more gunshots ring out closet. In a flash, a group of elite mercenaries armed to the teeth kick down the interrogation room door and flood in. They don't let the interrogator waste a second more of their air.
Bruce Banner doesn't know that hundreds of miles away his greatest adversary had just broken out of high security lockup. For the doctor it's just been any old day… He got a coffee with Betty at this new place downtown, and they along with his former student Rick Jones continued their research back at the lab. Their field of study? Gamma radiation and how to cure Banner of what lurks just below his skin, what lives deep in the back of his mind… the Hulk. It's been a slow, tedious process of trying everything but the kitchen sink on his mutated cells. Nothing, trial after trial and they're not even close.
General Ross is a bit of a hard ass, he's convinced that the Hulk is a menace to society even though the world tends to view him as a hero. When things go wrong and Hulk is on the run, he's unrelenting in his chase. Despite all of this though, he still knows where the line is. His voice is mature, commanding, seasoned.
Eventually he does get turned into the Red Hulk, a powerhouse that can barely keep control. He sounds much more monstrous, ferocious, but there's still a hint of Ross in there.

Mr. Secretary, I urge you to see reason, these so-called superheroes are vigilantes running amok. We have to rein them in because we certainly can't count on municipal departments to do so, they're stretched thin as it is, especially with the increased number of supercriminals in our larger cities.
When the day comes when they no longer prove trustworthy, I won't say I told you so, I'll be too busy mourning the loss of countless innocents, wishing I could go back and convince you before it's too late. Secretary.
(RED HULK, fighting normal Hulk) I'm not stopping until I paint the wall red with your blood!
The Leader is a highly intellectual maniac, he can outwit almost anyone but is so far down his selected plot he's getting a bit of tunnel vision. He won't stop until he cures the human condition how he sees fit, leveling the entire world with nuclear blasts and creating a society of gamma creatures. He's theatrical, sinister, and has a serious superiority complex.

(evil monologue, he has a lot of these) I'll enlighten you, the world around us is filled with disease, famine, greed, petulance, life is allowed to exist too long without a purpose, the pool has grown tepid, we need a push, we need a reset… I am going to detonate every single nuclear armament the United States possesses across the globe, the entire planet will be ground zero, reborn in ash. The strong like me and soon you will prosper, no more will we have to worry about petty things like the global economy,
(evil monologue part 2) This is the cure to the old world, my own brand of super soldier serum, the very thing that helped awaken the Hulk and myself. What once took a nuclear blast to activate can now be prescribed… Don't sink into fear, General, this is an exciting day, the beginning of the rest of your life…
(panicking, his plan is failing) No, no, this cannot be, why has my connection to the meathead General been severed?! Surely Hulk is not superior to my creation?! Iron Man! Yes, Iron Man is the answer, Ross was but an enemy this whole time, hesitation was not in his favor, but with a friend-
A young fiery spirit, Charlie's a teenage girl down on her luck until she happens to meet Bruce Banner. Together, they look after each other, both scarred by their past but trying to move forward.

(Trying to convince someone to let them stay in a hotel for free) Oh please sir, my dad's an idiot, he lost all our money betting at the casino, thought he could win big enough to buy us our own house. He's got a heart of gold, he'd pay you if he could. Surely we could stay just one night? It's so, so cold out there and all.
(Asked if she's a fan of Captain America) Um, obviously, Captain America's the coolest, I read all the old comics and shit, my uh… well I knew someone who had a bunch.
(explaining a bit of her backstory) I used to steal for them, they got me something I needed at the time, something real expensive, so I owed them a debt. Got tired of all of it when what was supposed to be an easy swipe went sideways, and here I am.
A member of the newly formed Thunderbolts, Melissa Gold is a maverick, doesn't play by any rules, is powerful and shows it. Abrasive, a bit arrogant, there's not much there to warm up to.

(threatening) You better give me all the money you got in this shitty place or I'll tear it to the ground!
(a bit snarky, asked if she feels bad for killing someone) Honestly doc, I don't feel anything. Ain't that the bitch of it all?

(dumfounded when he hears they're after the Hulk) Shiiit, for real? The hell we gonna do against the Hulk? Bleed all over him?
(confident, they defeat Hulk fast, or so it seems...) Well shoot, that it? Thought he'd put up more of a fight.
Highly intelligent smartass goofball, he has, well, the answer to everything. Don't let his silly exterior fool you, he's always a few steps ahead...

(Warning the Thunderbolts that Banner is not to be taken lightly) Don't let appearances confuse you, Gold, it's him. Tread lightly, he'll erupt any second now, then you'll all ready be fucked.
[chuckles a bit] You wouldn't understand, there's a grand path I'm traveling down, this is just the next step.
The head of Ravencroft, a penitentiary for the criminally insane and where Ross gets his Thunderbolts recruits. She's a serious and almost sinister figure, chills the room by several degrees when she enters in.

(convincing Ross the Thunderbolts can take down Hulk) If you want Hulk stoppers you need firepower, these guys got it. What, you think the Avengers are gonna swoop in if you give them a call? They're smart, they throw their hats in the ring with the big guy their little experiment's fucked. As far as I'm concerned, unless you want to grovel on Capitol Hill these guys are all you've got.
(almost excited, but there's a sinister edge to her words) Is it too early to say how thrilled I am that your little pet project's coming into fruition?
