Young and innocent... Until Gaster becomes le butt. Then, he needs to be able to be scared. Also, needs to have a good screaming mic. Has a higher voice than either Sans or Gaster.
At first he was this perfect, Cute little babu skeleton, and then one of the two monsters he knew betrayed him and drilled holes into his hand. Everything about his world changed, his brother sunk into a kind of depression.. and he manages to stay cheerful.
"You have the tiniest hands.." (Half teasing Sans about how small his hands are.)
"One okay! One nor-mal" (Still trying to work out how to talk. Should be mispronounced slightly.)
"I..I can't get it off! I hate it! I hate it, I hate it!" (Scared.. and then angry.)
Gaster! His accent is a bit more noticeable than Papy's, but not too much. His voice is lower, And needs to have a wide wide range of emotions.
"Entry Number [glitch]... Since I moved them into the same room, they are much quiet and easy to work with." (narrating)
"It is done. They asked me.. begged me... Screamed at me to stop. When I did not, they called out for their "Brother" to save them.. when they did not, they called out for someone. Anyone. To help them...But nobody came." (Dead inside)
"Yes yes, you're very clever and I'm deeply wounded. Let's not do this today." (Sarcastic)
Sarcastic at times, depressed at times, and then there's the sass. Sounds slightly like Dipper from Gravity Falls?
"Oh, So You're a mind reader and a sadist. How many babies did ya have to kill to manage that, a lot or only a couple?" (Sass levels overwhelming. Prepare for a crash landing.)
"Hey, I dunno if you know this, but sticking stuff in someone's eye sockets is kinda uncomfortable." (Half sarcastic, also complaining about having shit in his eye sockets)
"My condition, my condition... he messed up when he made me, That's my condition! He messed up, and now I can't do Anything right, I'm not good for Anything!" (Freaking out. Also depressed.)
