Tanaka was the Phantomhive butler before Sebastian's arrival. Nowadays he serves as house steward. He doesn't have much stamina to remain in regular human form so he is often seen as a small man drinking tea. Also, he barely speaks and only gently laughs although he appears in full form and speaks briefly at the end of the OVA.
