Laegjarn is the elder of Surtr's two known children, and has been tasked with governing a region of Nifl. In contrast to her father's sadistic personality, Laegjarn treats the people of Nifl with respect, and appears to only fight against the Order of Heroes on her father's orders.
In the comics, she is portrayed pretty similarly to her original character most of the time, albeit in an often happier perspective than in the game. However, in one comic she is actually the false illusion of the trickster, Loki, so her portrayal in that specific scene is out of character, gushy and doting. (think Camilla-ish, but less seductive)
