For No. 2, I'm thinking that his voice should be fairly deep with a bit of natural crackle to it. He should sound really laid back, playful. and a little arrogant most of the time. He's also, like many of the other characters, a big goof who has a ton of comedic moments, As such, being able to express over the top reactions while making them sound natural is key to nailing this role. A good voice example I think would work for him would be Steve Blum's rendition of Spike Spiegel from Cowboy Bebop.
Despite his childish behavior, No. 2 does have a serious side. It shows most often showing when he interacts with Morae Baek. Whenever Morae is even mentioned around him, No. 2's demeanor immediately switches from playful to sad and a bit lost. Since Morae was at 1 point like a son to him, No. 2 is often at odds with Spoon since Morae happens to be their biggest enemy.
Pre-Knife No. 2 should sound a lot stricter and mature in comparison. He is very analytical and cold towards others, which only changes as he begins observing humans in a more personal manner. It is only afterwards that his current persona was born.

"But still, I'm wearing mine now! A real pro." (Gloating/Smug/Comedic Moment)"Hah?! If we could transform, do you think we'd be doing this job?! I'd never waste a skill like that on simply changing clothes! (And don't make fun of the soap- It's cleaner than you.)" (Start off with a generic anime gangster "Huuuuh?!"/Offended/Berating/Comedic moment) from Chapter 17

"! The tool... I mean... She knows how to use it..." (Shocked reaction noise/Amazed/Dumbfounded)"Just remember. Whatever choice you make, I'm always on your side." (Supportive/Confident)
"What are you talking about? You old, shriveled up piece of bark." (Irritated/Spiteful)
"Screw you." (Irritated/Laid back)
