At the zoo where the main character and her love interest are having their not-date, naturally the bad guy has to appear near the episode's end and start messing with things. From the zoo employee's perspective, there was some kind of explosion somewhere in the park and the parkgoers started to panic. You've suddenly been inundated with screaming people and you are trying to keep them under control.

It probably should have been mentioned before - this is just an employee standing near an attraction, yelling in a vain attempt to control panicking crowds - this is not an announcement over the loudspeakers.
