Axel is a synth that was based on Axel Prowers, an Enclave scientist who died of cancer. Axel was granted access to much of the Enclave's databases before applying the knowledge in the field of combat. He engineered his own plasma shotgun and joined Verne on some missions as a pilot and back up before he was designated to Verne's Task Force AO8.
