This is the Astronaut’s point of contact on Earth, but he inappropriately labels the Astronaut’s claims of disaster in space as the delusions of a sick mind and refuses to pay them the attention they deserve. This character should be portrayed mostly straight to maintain a bit of ambiguity so the audience can never really tell if he’s truly an oblivious idiot or if he’s simply a jerk who just enjoys messing with the Astronaut, have fun with it.

(an almost condescending tone) Whoa, calm down there, Captain. In your condition, excitement like that’ll only make things worse.
(for the first time he sounds serious and concerned) Captain! Your psychiatrist had to be evacuated; there are disasters occurring across the globe!
It's that very subtle undercurrent of condescension that really sells it. Well done!
