Active leader of the "League of Villains", Tomura is a villain in the making from a greater, unknown force. Tomura is young, and seemingly inexperienced. The goal here is to portray a young man who does the opposite of Izuku, but in the same manner. He aspires to be a wonderful villain, but his narrow minded, and idiotic ideas aren't entirely threatening. Doesn't speak with moronic tone, but more confident, but those around him know that his visions of world domination are highly underwhelming.
