Mim-Meesei is an Argonian envoy to Cyrodiil from Black Marsh. Unwelcome in Leyawiin due to the racism of the royalty there, she resides in Bravil alongside the Khajiiti envoy. She will be dismissive of the Player's request for aid towards Bruma, citing that Black Marsh is fairing well against the Daedric threat. But if the Player's fame is high enough, she will grant the request in the name of goodwill.
