Raiders from various Raider gangs in California, convicted of various heinous crimes, they have been sent over to the Mojave on a "Work Release" Program that ultimately just amounts to slave labor. They often will threaten the Player is spoken to, but sometimes they may gossip about the various happenings around the Mojave.
