Novac Settlers are exactly as they are named - settlers of Novac. A small town located on Highway 95. Named aptly for the sign outside the Dino Dee-Lite, which says "No Vac" (It's supposed to say "No Vacancy", but some of the lights have gone out.). Independent of any one faction, they lean mostly towards the NCR and have a distinct fear of the Legion - who have taken residence right down the road at Nelson. They survive off scavenging, but lately, even that's been tough with a group of ghouls taking over the nearby scavenging site.

This Novac Settler has armed himself to deal with the Snake Oil Merchant set up in town. After threatening to do something to him, another Settler shoots the Merchant's brahmin dead, which results in the guard opening fire. Killing this Settler and Settler # 9.
