For her voice give her sweet, pleasent (and posh in the most satirical level) royal voice whenever she makes appearance for her royal public but on her down time she speaks more casually and can be fierce if angered almost losing the Royal posh tone in her voice
(Greeting a visitor) Welcome To Fairyland! Hello, Gertrude I am Queen Cloudia, ruler of all Fairyland. It is a pleasure to have you as our guest here.
(Angry) GERTRUDE! I'm going to kill her! I'm going to grab those puke green locks and--(calms down, retaining her proper royal voice) ahem what has gotten over me? I do need to calm down.
(Still in her pleasent voice BUT with a slight hint of hostility) I can't harm her myself, sure. But it doesn't say anything about..."SUGGESTING" that should harm come to said guest. One might hypothetically be given a generous sum of riches as a reward for bringing said harm down on said guest.
