Tails is not afraid to be an essential and affectionate part of the Wachowski family, caring for Sonic and Knuckles like they're his older siblings. So you can bet his heroic and fighting side comes out a lot in this story when Robotnik returns and Sonic loses his memory. The first line should be said kind of like Alfred Molinas "I miscalculated" line from Spider-Man 2, or just like he's surprised to see Robotnik back after his presumed death. The second line does have him starting to become emotional, his brother has lost all memory of the two of them together. And the third line should have him being emotional, you can include a couple of sniffles to really emphasize the emotion.
Preferred voice I want for Tails in this is something similar to Colleen O'Shaughnessy.
(To Robotnik) We saw you fall. We saw the aftermath. But we never looked more into it.
(To Sonic, almost crying) I'm Tails...your brother. I saved you when you were being attacked by Robotnik and Knuckles. B-before he also became your brother.
(To Knuckles, crying) I don't want to lose our brother, Knuckles. You care about him just as much as I do! What are Mom and Dad going to say when they realize Sonic lost his memory?!
