KiChan for Mayor Festibus
Mayor Festibus (The mayor of Freezeonia's capital city Festopolis) is also primarily a minor character. However she does play a part in the story she is the co-host of the Polar Lights Festival at Festopolis.
Her voice sounds akin to Mayor Flitter Flutter from the G3 My Little Pony episode "Twinkle Wish Adventure" except with either a Yorkshire (British) accent or a French Canadian accent. And she has a primarily silly/goofy tone to her voice.

Your audition was quite funny! It may not have been exactly in the zone that the description says. You still gave it a good try! Try listening to either A) The Thomas episode in the link or B) Wallace and Gromit to get an idea on Yorkshire accents.
I didn't really how to go about this one. The Thomas episode I skimmed through didn't seem to have female trains

I was talking about the specific accents that's used by Thomas the Tank Engine and Wallace and Gromit. In case you don't know. There's different types of British accents. Cockney for an example: Comes primarily from the south parts of England including London. Scouse comes from the lower middle parts of England some where around Liverpool. Yorkshire and Geordie come from the upper middle to northern parts of England.
