This character is a Minor Role, and has a few lines in three chapters for Book 1, Part 1.
Winsbury is the bully of the group, but most of it is verbal and for show. He's more a nuisance than anything serious. In later Books, he grows out of his antics for the most part and becomes a part of his class' general friend group.
He also has a softer, more romantic side, as he's in a secret relationship with Janet. They disguise it by pretending to be antagonistic towards each other in front of others.
[ William has stolen a basketball away from Kat during gym, and refuses to give it back. This is as close to physical bullying as he gets. ]
Why should I? It’s mine now.
So what are you gonna do about it?
[ Winsbury is a little gremlin. Here he's laughing at his own joke, and then sulking when no one laughs. ]
Gehehehe… Hmph.
[ In defense of Kat, Annie grabs Winsbury by the wrist and comically sends him sailing across the gym floor. ]
