Sylvette's 20+ years old. Her roots are French Canadian. This role is open to a French-Canadian accent, or an East Coast USA accent.

Her family ended up in the Commonwealth, near the Quincy Ruins. The Quincy Massacre is something she barely escaped, having run off with the Atom Cats a few months before it happened.
