Draco's ethnicity is Hongkonger/Cantonese, and he is a foreign resident with forged documents. He does not have a strong Cantonese accent after operating in the US for a long time.
Think of him like an Asian-Clint Eastwood, specifically Eastwood's Walt Kowalski character from Gran Torino.
He is old-fashioned, vulgar, blunt, loud-mouth, and apathetic to other people's feelings. He is a professional that get jobs done and gets what he wants, no matter how dirty he goes to achieve them.
