Verdandi will be the major antagonist of Fire Emblem: Ultimatum. Some details cannot be given due to spoilers, but Verdandi is a young child with an immeasurable amount of power and influence. She is similar to Sothis in both character and voice type.
She is manipulative, overly cheerful, and calculating. Her voice should be high-pitched and menacing. She sees the events of Ultimatum as some simple board game, and her voice reflects this dangerous playfulness. Every line should be bursting with energy.

"Oh, is it finally time to begin?! Ugh, I've been waiting for this moment for-ev-er. If I have to wait any longer, I'm going to explode! Now then...which piece should I move first...?"
(Gleeful) *laughter* "I've been imagining what your look of despair would be for so long, but absolutely nothing can beat the real thing! Oh, it's just so...delicious."
(Annoyed) "Why do you insist on tying yourself down with these so-called 'bonds' anyway? I gave you a world where you could do anything, and this...THIS is what you choose to do with it?!"
