Togepi is a baby Pokémon that is a Fairy-type (formerly Normal-type). Its said that this Pokémon brings good luck if raised with love. This Pokémon likes bring joy and happiness to others. A very high pitched voice best suits this Pokémon. It would also have a baby's personality, although it would speak a lot with a small vocabulary.
Togetic is the evolved form of Togepi. It becomes a Fairy/Flying type. Even if it has wings, it doesn't flap them very much when floating. This Pokémon flies around the world searching for people who are kindhearted and joyful, so it can shower them with happiness and good fortune. I put Togepi and Togetic as the same role, because I wanted Togepi and Togetic to be voiced by the same actor for this project. Togetic would still have a very high pitched voice, but will have a mature way of speaking.

In the audition I didn’t go as high for Togetic just so I could give them that high but stern voice in that one line. I could probably still do it like that if I went higher but I didn’t want her to sound like a 6 year old trying to be scary lol
The pitch of the voice sounds high, but its not speaking in a high voice still.

Sorry, I'm having a difficult time explaining it all. Also, you mentioned that you didn't wanna make the voice too high, otherwise you would hurt your throat. You don't have to keep going for Togepi/Togetic. But that doesn't mean you won't get cast in this role at all. There's a chance I may end up picking more than one person for anime editions of If Pokémon Talked. So you'll never know until next Friday (actually Saturday's when I'll give the results).

So what I am getting from this is I need more power in the voice correct? Not soft like it is
I'm trying to find another word, but all I got is "high pitch". The power in the voice is fine in the middle where it was before. It just needs a really high voice.
