He is a man that would stab you in the back if it meant he gained more land. Yet he was at the same time, a man that recognized talent, and rewarded the talented. He has recruited the officers of defeated armies many times, including Zhang Liao, a man who would go on to be instrumental to the successful defense of Hei Fei. In short, he is one badass mofo.
This voice requires a lower voice, but a lower voice that carries with it alot of charisma. Less stoic and unshaken like say, Guan Yu. Just don't let the charisma make his voice too high, try to keep it at a decent lowish pitch while still letting in burst of passion when needed.

So for the moment, the Yellow Turbans are causing alot of trouble, but in terms of the stability of the state, the Eunichs are the real villains. So a general, He Jin, gets a bunch of people together to decide what they are going to do about these Enuichs, the people in the meeting are bickering, and Cao Cao interups and says the line)
The eunuch evil is of very old standing, but the real cause of the present trouble is in the improper influence allowed them by the emperors and the misplaced favoritism they have enjoyed. But a gaoler would be ample force to employ against this kind of evil, and getting rid of the main culprits is quite enough. Why increase confusion by summoning troops from the regions?
