An older prosecutor that is known as the "Rookie Killer" and is Phoenix's first opposition. Despite being the Rookie Killer, he lost the case quite easily.
He has a shrill, whiny, high-pitched voice that gets really irritating when he yells.
As a result, he tries to stay professional as much as he can but breaks easily.

Good try on Payne, maybe enunciate the words a bit better, and Payne is in his 50s so he sounds old, yet irritatingly whiny. Thanks again.
