He is part of an evil organization, and he's pretending to be a random passerby in attempt to kidnap Sophie. He comes to play later in the series, but he's not a major character so he never talks in the first chapters except for one chapter in book one.

    She's my sister's dog, she hates me. Not my sister--the dog.

  • I don't suppose you'd be willing to carry her back to my sister's house. It's just a few blocks away, and she seems to like you better than me.
