Sakuya Tachibana is a current member of B.O.A.R.D and holder of the Rider System.
Within Outsiders, it is assumed that he is the top head of B.O.A.R.D.
His presence is assumed to be authoritative-like and self-righteous.

We've managed to seal the Rider's powers into these Zein cards.
I believe he will arrive shortly.
Horobi is a Humagear, designed by Hiden to be a Parent-Type Humagear, but soon was hacked by Ark to have his own awareness of his existence and singularity. Formerly a member of Metsuboujinrai before the group's collective destruction.
During Outsiders, he was revived by Foundation X but defected and decides to side with Zein to eradicate Ark. Some time after this event of revival, he allied with Nico Saiba.
Horobi can be described as calm and collected, but also determined and can have urgency in his voice a little.
*Third line is not meant to be loud, but his voice raises a little in urgency after the first part. (Zein pronounciation - Zeh-in)
Obviously... Ark... to be like you, and monitor malice in this world.
Look. (slight pause) It began with Aruto Hiden.
Another Outsider has appeared. What's Zein's status?!
Nico Saiba is the current stockholder for Genm Corp. after the events of Ex-Aid.
In Outsiders, she is close allies with Horobi after being rebuilt by Foundation X, and works in association with Sakuya Tachibana after being approached by George Karizaki.
Compared to her "tom-boyish" and hyper demeanor in Ex-Aid, she is much more mature in Outsiders, in a professional business sense. Her attitude towards Horobi is supportive and reassuring.
But... This is my company....
President, who will use this Driver? (Urgency)

Gold Drive was revived by Foundation X after his demise during the events of Kamen Rider Drive.
Gold Drive is described as a dead-beat dad, insane, and egotistical. (This was backed up by a third party.)
Yo! Were you the ones who summoned me?
CALL ME GOLD DRIVE!!
DIE! GET ON YOUR KNEES!
Ark is still alive during Outsiders, despite all events during and after Kamen Rider Zero-One. He currently is able to possess Horobi and is against Kamen Rider Zein.
His personality can be described as misanthropic, known for his immense disdain for humanity, along with his aggression towards Horobi while talking to him, almost menacing-like.

There are already Kamen Riders taking action to stop Zein.
It's already in motion... their plan to gather a group called Kamen Rider Outsiders.
Ecole is one of the members of Foundation X. He is presumed to be the leader of reviving the Kamen Riders for Kamen Rider Outsiders to go against Kamen Rider Zein.
His personality can be described as confident, almost pretentious. (Zein pronounciation - Zeh-in)
They are without a doubt Outsiders.
What will Zein do? (Almost sarcasm)
He's strong... Much too strong.... (Distressed and almost scared)
Rando Joseph is a member of Foundation X. Due to his lack of appearance in Kamen Rider, personality is hard to grasp.
He has shown up in the Specter x Blades special and Outsiders so far. (Zein pronounciation - Zeh-in)
Saiba Nico. Horobi. There are more forces rallying behind Zein.
I don't remember this Kamen Rider.
But you're not gold at all!!! (Shocked, almost annoyed)
George Karizaki is the main leader for the group, Blue Birds, after the events of Kamen Rider Revice, as the main successor to Fenix and Weekend, during Outsiders.
He's perceived as calm and collected during this episode of Outsiders. (Zein pronounciation - Zeh-in)
I'm so sorry, lady. (Apologetic)
Looks like you are indeed Nico Saiba.
The future of Kamen Riders rests on Zein. (Calm but menacing.)
Yuto Sakurai is known as Kamen Rider Zeronos from Kamen Rider Den-O. During Outsiders, he was chosen to be the host body for Kamen Rider Zein and is claimed to "formerly be" Zeronos.
His personality is described as serious and mellowed out since Den-O.

It appears the flow of time has changed...
I am Kamen Rider Zein.
Kuroto Dan only shows up in a flash back scene during this episode of Outsiders and has one line during the sequence.
His voice during this line can be described as menacing and insane, but not too loud.
Even the idea of Game Over doesn't exist in my ending.
