Titanus is the Commander of the Royal Claw. He's been recruited because he has excellent skills and experience in koopa military and warfare in another kingdom besides Bowser's. He heard Ludwig became the new Koopa King and was hired to uphold his vision

Ever since Super Mario RPG, Mallow has been the King of Nimbus Land for Many years now. Although he may be a busy king now, he still remembers his tales with Mario, Peach, Geno, and Bowser and cherishes the memories fondly.....just don't mention how much of a crybaby he was, he REALLY hates that.
His voice should sound like the opposite of his Younger Prince self. Royal and Commanding with a hint of a deep voice like Asgore from Undertale

Eventually, when Basalt starts talking, He has a soft-spoken, deep, and gravelly voice that contrasts with his menacing, beast-like appearance. He rarely speaks, communicating in short, clipped sentences, grunts, and growls that highlight his reserved, stoic, and protective nature.
