Undyne is the captain of Asgore's royal guard. She is really a passionate person and when she has a goal in mind (like killing Frisk for example), she never give up on it. I imagine her voice rough when she's angry or excited (you know, the kind of the emotions which are the most amplified by a passionate heart, which gives her a "hard boiled" side). For calm situations, you're free to follow you own interpretation.
