Storm the Albatross is a member of the Babylon Rogues. Similar to Knuckles, he supplies the 'brute strength' of the group. Like many, he is a dimwit but is very passionate about serving Jet. In the video, he joins Eggman’s team and tries to help out in the capture of Sonic.

Personally, I’d like a voice similar to the portrayal from Sonic Riders and Zero Gravity (Dan Green), but feel free to make this performance as you wish.
